- as more people's mailboxes are protected by anti-spam filters,
- and as those filters get more accurate,
- fewer spam messages get delivered,
- so fewer products get bought from spam,
- so less commission goes to spammers,
- so the economic incentive to spam dries up.
What should be done? Anti-spam software should delete messages that are clearly spam. When modern spam filters assess a message, they do so using a battery of tests and criteria. This process usually produces an aggregate score. Some spam messages score so high that they're clearly spam. There's practically zero chance that this might be a legitimate message. Anti-spam software should only present grey-area messages to the user in the quarantine.

My company uses a product called trimMail Inbox. It compiles an aggregate score for each message, as you've described, but it allows each individual user to configure their own spam, quarantine, and deletion scores. For example, if my spam score is 1.0, my quarantine score is 2.0, and my delete score is 8.0, messages scoring above 1.0 arrive in my inbox marked as spam, messages between 2.0 and 8.0 are held in my quarantine, and messages above 8.0 are automatically deleted.
This really cuts down on the amount of crap I have to slog through each morning.
